Because the job of Overseer is incredibly dangerous - requiring a constant balancing act between pleasing the anti-drug HMC and avoiding assassination by the powerful drug businesses (like Doucham Inc) - Alfrid has managed to survive in his position for over a decade simply by doing nothing. By passing very few policies, saying as little as possible, and making almost no changes, he avoids offending either of the two dangerous political forces that he is torn between.
