The Federation is a large democratic union of Scavenger settlements that primarily inhabits and controls the south-eastern part of the Sludge. They fly a dark blue flag.

structure and purpose

The faction unites various loosely connected city-states under the Federation Code, governed from their capital, Rosenrot. It is overseen by an elected Federation Council and protected by a unified Federation military. The Federation Council’s representation is semi-proportional to the population of the member settlements, though smaller settlements are granted extra representatives to ensure equitable influence.

The Federation was originally created as a means to unite the fragmented Scavengers against external threats, allowing them to effectively patrol their trade routes against Tsiktral spawns and other dangers. Additionally, the Federation serves as a vital political counterbalance to the massive influence that New Gorod exerts across the region.

external relations

The Federation holds a complex relationship with the neighboring Clans. The major clans heavily resent the Federation’s influence and frequently launch illegal raids across their borders. While the Clans boast superior numbers, the Federation relies on its highly advanced firepower to defend its territory. However, the Federation does maintain positive ties with the minor Aravi Clan, which exists under their jurisdiction and even holds seats on the Federation Council to represent the northern lands.

The Federation is also locked in a constant, fierce struggle against the hive mind Tsiktral. The dense jungle of the Sludge provides perfect ambush conditions for Tsiktral’s fast-moving spawns. They employ outposts, well-maintained roads, ground and drone patrols, fast jungle vehicles, scanners, and flamethrowers to spot and eliminate spawns before they can ambush the humans.

economy and trade

The Federation is heavily engaged in commerce, facilitating robust internal trade among its city-states while also trading extensively with external factions such as New Gorod, the Nomads, the Clans, and The Black Pact. In addition to scavenging, the Federation actively manufactures its own weapons and resources to support its defense and trade networks. A major export for both the Federation and the wider Scavenger culture is the respirator, an essential piece of equipment for survival on the planet.

Relations with The Black Pact are complicated. Because The Black Pact consists of decentralized, independent fleets, conflicts are rarely addressed at the federal level. Instead, local member states manage their own relations. When disputes or raids occur, a local settlement might target the specific offending fleet or ban all Black Pact fleets from its docks. This localized approach often strains broader relations between the Federation and the various Black Pact fleets.
