overview

The Black Pact is a decentralized scavenger faction that operates out of the trash archipelago within the Vitriol Sea, located to the west of the Sludge. They are known for their independence and their ability to navigate the toxic, corrosive waters of the sea.

society and government

The faction is anarchist in nature, lacking any central government or singular leader. Instead, it consists of numerous small, independent groiups some democratic others less so known as fleets. These fleets are autonomous but are bound together by a specific protocol of conduct known as “the black pact,” which governs interactions between fleets and sets the ground rules for their society.

economy and lifestyle

The Black Pact members are expert sailors and scavengers. They utilize heavily armored, acid-resistant boats to traverse the dangerous waters of the Vitriol Sea.

trade and raiding

The Black Pact maintains a complex relationship with coastal factions such as the Clans, the Federation, New Gorod, and the Remnant. Depending on the strength of the fleet and the opportunity at hand, they engage in both legitimate trade and aggressive raiding.

While The Black Pact produces very little themselves, they facilitate a crucial alternate maritime trade route. This route runs between Scavenger factions in the south and the Blocks in the north, allowing merchants to bypass the politically chaotic and dangerous lands controlled by the Clans. Through this network, drugs, medicine, biomatter, and food flow south, while leathers, meat, technology, wood, weapons, armor, and respirators flow north.

Because the fleets operate independently, conflicts are localized. For instance, if a fleet raids a Federation settlement, the local settlement might retaliate against that specific fleet or ban all Black Pact vessels from their docks, which can inadvertently strain relations and trade networks for other, non-offending fleets.

hunting

Beyond scavenging and raiding, the fleets hunt large aquatic and aerial creatures that frequent the toxic sea, specifically dubong and dragon. These hunts provide vital resources for survival and trade.
